we are informed in the Bible that there will be "new scrolls" opened under God's righteous, new worldwide Kingdom. We await that revelation. We are also informed at Romans 11:33, 34 that we can not know all the riches that YHWH has in store for those who do His will (see Matthew 7:13-23)

however, M’Clintock and Strong’s Cyclopaedia (1891, Vol. IV, p. 122) comments: “In Isa. lxv, 17, a new heaven and a new earth signify a new government, new kingdom, new people.”

so "heavens" could be symbolic of rulership

but since we await the new scrolls that are to be opened and can not know the depth of riches YHWH has in store for us under the Kingdom rule of His only-begotten Son Yhshua, the new heavens could additionally mean a literal restoration of the protective antedeluvian atmospheric layer; wouldn't that be cool!

of course, the Bible is clear that Christ's princely rule of peace will be over the whole earth, so the "new earth" is the restoration of YHWH's original purpose for the earth and mankind; eternal life in Eden-like paradise for those spoken of at Matthew 7:13-23 who do the will of YHWH and living their life following the example of His only-begotten Son Yhshua.

Major examples of living according to the example of Yhshua:

1. Pray to and serve "the only true God" (see John 17:3) the God of Abraham, Isaac and Jacob (see Acts 3:13) whose name is YHWH

Matthew 22:37/Deuteronomy 6:5
Matthew 14:23
Mark 1:35
Mark 6:46
Mark 14:32
Luke 6:12

John 20:17
John 17:1-5
John 5:19
John 14:28
Mark 10:18
Matthew 26:39
John 8:17-18
Mark 13:32
Matthew 20:23
Matthew 3:17

2. love everyone (see Matthew 22:39; Mark 12:31) and never harm or kill another human being
see also;
Matthew 5:44-48
Matthew 26:52
Luke 6:27
1 Peter 2:23
1 Peter 3:9
Romans 12:17

3. Preach YHWH's Kingdom which He has appointed His only-begotten Son Yhshua to rule over
see;
Daniel 7:13, 14
Matthew 24:14
Luke 4:43
Luke 10:1-3
Acts 5:42
Acts 8:4
Acts 20:20
1 Corinthians 9:16
Romans 10:15
2 Timothy 4:2-5
Matthew 4:23a
Matthew 9:35a
Luke 9:6a

4. be "no part of the world" of human kingdoms/governments/politics
see;
John 18:36
Daniel 2:44
Luke 4:5-8
James 4:4
John 15:19
John 17:14
John 18:36
Acts 5:29
1 John 2:15
Romans 12:2
John 14:30
2 Corinthians 4:4
Ephesians 2:2
1 John 5:19

naturally, no one would ever follow the above examples of Christ if they did not believe and put faith in the fact that he was sent by his Almighty Father YHWH as our only means of salvation. One must accept and believe and have faith that Yhshua was sent by YHWH as our savior.

agape!

What about the New Heavens? It is important to remember that in the ancient mind, "heavens" referred to the skies and outer space, as well as the realm in which God dwells. So, when Revelation 21:1 refers to the New Heavens, it is likely indicating that the entire universe will be created, a New Earth, new skies, a new outer space. It seems as if God's "Heaven" will be recreated as well, to give everything in the universe a "fresh start" whether physical or spiritual. Will we have access to the New Heavens in eternity? Possibly...but we will have to wait to find out! May we all allow God’s Word to shape our understanding of Heaven!

God will cure all physical infirmities, including those who are lame. Soon, the earth and humans will be restored to paradise conditions like in the beginning as God purposed. That purpose has not changed as evidenced by Bible promises such as these: (Psalm 37:10-11) And just a little while longer, and the wicked one will be no more; And you will certainly give attention to his place, and he will not be. 11 But the meek ones themselves will possess the earth, And they will indeed find their exquisite delight in the abundance of peace. (Psalm 37:29) The righteous themselves will possess the earth, And they will reside forever upon it. (Revelation 21:4) And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed away.”

"This word [shamayim] has at least three meanings:

1. The heavens, which refers to where God lives (this usage is extremely rare in the Old Testament);
2. The heavens, which refers to everything in the universe;
3. The local heavens, or the sky."

I would say it probably refers to the third meaning, since it combines it with the "new earth".

The text says new heavens are made, not the heavens are made new.

You know, just as God created the one's we have now, He spoke, and out of nothing became everything. He's good at that, you know!
