If I'm writing a sentence describing "la ropa" do I make the adjectives singular or plural?

implosion's remark is correct: 'la' is singular.

I guess 'la ropa' is like 'the police' in english. You say:

'the police serves us all' like a singular, but you know that 'the police' is not a single person.

"La ropa" can be use in both ways for example if someone like your cloths that person may say, "Me gusta tu ropa"=I like your clothes. If you have in a bag 1 or more pieces on clothing and a person asks you What do you have there? That person may answers "Ropa" in singular. For example also if a person was robbed and his/her clothes were taken away you may say They stole his/her clothing Spanish is "Le robaron las ropas." or "Le quitaron hasta las ropas." which is "They took away even his/her clothes.

Hope this helps.
