it is the patients final decision provided they are of sound mind and able to do such, but only after being informed by a doctor of all side effects of changing treatment AND what happens if they don't change treatment, and get a second opinion by a doctor who isn't affiliated with the first doctor. Also the patient should do his/her own research on the treatment and options before making an informed decision.
