what about an answer?
I have see them all over and didn't think that was allowed.

Posting any content, including urls, for advertising purposes is in violation of the Community Guidelines. You can't, for example, post what you have in your profile, without violating the guidelines.

if you are an expert in your domain and you also have an article written on that particular topic, then, why not!? you can post your links as far as they are informative and related to the topic... spam links are easily recognizable as they often have completely unrelated to the topic domain names.

Yes, both are allowed in both places, but just make sure that the category is chosen correctly.

It's fine as long as it relates to question and your not advertising anything I believe if unsure just check on rules :)
