In Illinois, you need your Hunter's Safety Card, FOID Card, and a license for small upland game. This includes pheasants, rabbits, grouse, quail, and other non-migratory birds. It will normally cover from November to March.

State laws differ, where I live (ND) you need a general game license, and also a small game stamp. To get either of these if you were born after 1961 you are required to take and pass a Hunter Safety Course. Bag limits and seasons differ state to state as well so you would have to consult local regulations before you go hunting.

In Kansas you only need a hunting license and it must be Pheasant Season to hunt them.

Minnesota yes you do don't know of any state where you don't. you can however go to a licensed game farm and do a controlled hunt without a license.
