I have a BMI of about 16.8 (age 14, height 5'5" 1/2 and 102lbs) I'm skinny everywhere except my stomachs a little bigger. What does your BMI have to be to get abs or just a flat stomach? And what are some good excercsises and foods to eat? (I know protien but I'm a vegetarian)

your body FAT percentage has to be low (below 10) to get your abs to be seen. BMI has nothing to do with it. some people who look slim might have body fat percentage higher than people who weight much more but have a low body fat percentage (bodybuilders)
you have to lose fat all over your body with diet and exercise - you cant choose which body part to lose the weight off.
find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.

For your weight and height, your BMI is pretty low. Try a low sodium diet for a little while to see if that takes down your stomach. If not, all you have to do are some ab workouts. Try putting a 8-10 inch inflatable ball under the small of your back, then do some crunches. It will work your abs twice as much in half the time.

Some people just tend to carry a little extra "fat" in different areas. I know exactly how you feel because I am the same way. Your BMI is fine, hun. It's actually very low. I would say, if it is really bothering you, running and doing sit ups helped to flatten my stomach. I only ran about a mile a day and did 50-100 sit ups.
Also, keep in mind that you are still young so your body is still adjusting. When I was your age, I had a pudge on my stomach and the rest of me was thin...But as I've gotten older, I've definitely evened out. By the time I was a junior in highschool, it was pretty flat.
Some people just always tend to have a little extra there. When I exercise regularly, it stays smaller...but even when I slack off a bit, as I've gotten older, I've actually grown to like it. :)

I would say no. At BMI 15 I would expect abs to start showing.

Your BMI plays no part in getting abs. It's your body fat percentage. I would guess under 20% body fat for a female to get abs. You need to find out your body fat percentage, and also you need to have a good amount of muscle mass. It's no point having under 20% body fat because you are skinny or underweight. This won't give you abs. With a BMI of 16.8, you need to seriously gain weight, both fat and muscle.

Everyone has abs (abdominal muscles). But you're underweight, and that's not just your abdomen. That's an all-over thing.
See your doctor.
And learn about nurition. Too much protein kills your kidneys, and anyone, no matter what their diet may be, who eats a wide variety of foods from all pof the major food groups every day, is getting plenty of protein.

BMI is proven to be inconsistent. Eat soy nuts and pumpkin seeds and such for protein. Do high intensity cardio (Bball, martial arts, etc.)
