The FBI monitors Muslims domestically, and the CIA and NSA monitor them internationally (it's a division of labor thing--described by a link at the NSA web site if you care to look).

It should fall under the NSA...however, since they failed so MISERABLY on 9/11/1, I don't think I could trust them. FBI is supposed to monitor kidnappings, bank robberies, you know, FEDERAL CRIMES, not NATIONAL SECURITY!!! Hope this helps!!!
