Seriously, it indicates as the surest sign they don't exist.
According to Drake's formula, there are so many stars that there should be thousands of planets with intelligent life in the galaxy.
You could argue that them not contacting us is a sign that they are really very clever and we are not.
But you are speculating about the motives of thousands of different races.
Look at the one example of intelligent life we have: us. We've never been held back by the fact that another tribe or race was less developed than we were. Instead we always go out to see new things.
It would be strange if trillions of aliens ALL, without exception, agreed on the exact opposite point of view.

How would the extra-terrestrial know that if they haven't visited or studied earth at a close range.... from space its hard to see all the hate here. It would be pretty sad if we were the only life out there. I'm sure there are other earth like planets out there with life and possibly even some non-earth like planets with life as well. Would hate exist everywhere? Could there be a peaceful planet out there where everyone gets along and shares the world with their neighbors with out fighting?

And the reason for that contact is THAT WE ARE WALLOWING IN OUR OWN DECAY AND DESTRUCTION.

Sometimes I think we're great big really disgusting bug-like creatures, we make a terrible mess wherever we go and boy, can we spread. They probably would feel infected just looking at us in a powerful telescope. What if they can hear our radio stations playing country music and punk? I'm not saying that there's nothing good in those genres but they are an acquired taste. If I had a proper sense of shame, .......

Go into your refrigerator and reach way in the back bekind that three year old fruitcake and those little baby corns in the the jar for two years, Pull out that old leftover soup in the unmarked sour cream tub you re-used. open it up and try and communicate your knowledge to the mat of "lower life form" organism that pervades everywhere inside. Does it make sense to you now?

Of course. I mean think how exciting it would be if we discovered life somewhere else in the universe. It wouldn't matter to us how decadent they were. The mere fact that we found them would be wildly exciting, and if we could, we'd want to contact them.
