"Average" growth rate is 1/4" to 1/2" per month, once it gets going. It takes an extra while for post-chemo hair to get going again. If it was chemo, it might not be as it once was ... she might lose any grey she had, she might have wavey hair if it was formerly straight. It happens sometimes.
It takes wavey hair longer to reach shoulder-ish length. Straight hair should have the lower layers there by Christmas if not sooner.
My daughter's shaved her head a few times, generally on whimsey. She was always still herself.

an average person grows his hair about 1/2 inch per month so it would take 16 months for her to grow at least 8 inches of hair.

a couple years. I think hair grows 1 - 2 inchs a year. Call a hairdresser to make sure.

my mom had breast cancer and she shaved it. It grows shoulder length in about 2 years.
