Of course it's normal,
not all girls do it though it depends on how thick the hair is,
how much there is, if it bothers them or not.
___________________________________________________
but just to let you know,
when you start waxing / shaving hair,
when it grows back it grows back thicker.
meaning you have to do it often.

Yes it is normal. Alot of teens do it. I'm not a hairy person, so I don't do it, but in highschool I knew quite a few girls who did, and if you've actually read some questions and answers in other questions, or teen / beauty forums about hairy arms alot of girls actually admit they do. When you shave the hairs DO NOT grow back thicker or darker, they only appear to because the ends got cut off. If you shave though you should be prepared to commit to it. It will grow back a little stubbly but the hairs on your arms are much finer than your legs so they won't grow back as stubbly as your legs. If you really don't mind shaving or waxing, I would go for waxing instead though.

some do, some don't. It depends on how thick the natural growth is. Women are taught from early childhood that a woman's skin should be smooth and soft, while a man is a hairy brute. While shaving the lower arm is not generally necessary as this hair is usually fine and soft, women with very light skin and dark hair will do so. Armpit hair is commonly shaved by all women in the US, although not in some other countries.

It used to be a common practice. I work with a woman who told me her mother would shave her arm hair, because she was concerned about her appearance.
In the past women would also shave their eyebrows right off. Have a look at the Mona Lisa!
"But in the lamplight, downed with light brown hair!"
This is a line from Eliot's Prufrock. He is stating that the women are as elegant and refined as the can be, but the hair on their arms is a reminder that we are still in some ways, animals.

Yes, of course, this is the stage at which the hair is beginning to grow. General hygiene and vanity requires that she learns this basic skill. Waxing is painful but easier and neater than shaving. Who wants hairy armpits? It's not a Western culture norm.

Like... on the arms...? Not just the underarms?
I did have a friend in highschool who had incredibly thick hair on her arms. Thick and DARK. She didn't shave it, wax it, or anything. She laghed about it! We compared arm hair, and she bragged that she had more. Really, in high school, there are more important things to worry about.

Dont shave it, instead use hair removal lotion or even wax. So you dont have stubble on your arms just a few days after shaving.

It's normal if the hair gets in the way of "normal" living.
To invent a meaningless statistic, 90% of people aren't "normal". They're either above average or below average.
Unless it's a health issue, don't sweat it.

yes because our times, a woman needs to look as gentle and as presentable as much as possible for her to get the attention of men. it is also for hygiene purposes so that women can smell better than men. but during early centuries, women also grow body hairs like men do,but only in a lesser degree since the hormone of women tends to hinder the excessive growth of hairs for them. so hormone-wise, a woman is more women than others if she has less body hair than other woman.the opposite is true for man. male hormone tends to make men grow more body than women.
