Well you are basically looking for a country which can offer something nice and valuable which you can plunder in return for your.....ahem......"liberation services"....

......a country led by some mad dictator, who has delusions of grandeur well above his station, and who you can convince the world is a major threat to their peace, security, way of life, freedoms, and football seasons....

.....a country with a badly depleted armed forces which won't offer up much resistence to being confronted, leaving you free to pair back the invasion force to just 150 troops and the Dakota Boy Scouts......

Anyway, assuming Iraq is to be controlled (which will NEVER happen as long as a forign force is in place), I'd guess the next country that still needs work is Afghanistan.

When those are done, I'd either go for Venezuela, Cuba (after Castro dies), or Pakistan. I'd be afraid to mess with Iran as they've got nukes... and they're prolly not afraid to use 'em either.
