Yes, but it makes it easier on all parties just to do it. You are in a psych ward, which means you are there for good measures, and when everything homepathic or conditional didn't work. You need the medication.
If you refuse, and are voluntary then you can walk off out of the program... never to be let in again. Or you can refuse, and be discharged for not complying. If you are involuntary, then they WILL get it into you somehow.
Take control of the situation and take the medication by yourself; save the humiliation! The outcome will be the same -- medicine taken.

Usually these patients are declared incompetent, so no they are not allowed to refuse.
I know this because I worked in a psych facility for 6 months. I gave Haldol shots to a schizophrenic lady. She was so totally whacked. Security and the nursing staff had to hold her down as she cussed me out and called me all kinds of ridiculous things. You could tell it was the time for the shot. IT was real syrupy thick and took about 10 seconds to get it in.

I agree with your relative that you achieve salvation by being born again, or shall I say, believing in the Lord Jesus Christ as our Savior, but I don't agree with your relative saying that a Catholic cannot go to heaven, or maybe that a Catholic is not born again. I am sure that there are a lot of churches that the people going to them claim to be born again and or not. As far as a person's salvation, There is no way that we know for sure if someone else is saved or not. The only assurance that we have is whether we are saved or not.

Not really, if you refuse they can say you are being violent. Is your word against theirs and you are "crazy", so they will get away with anything they want. Psychiatric hospitals are only investigated when someone dies.
Is sad but true.
