have you tried the thicker training pants? they are like cotton underwear but thicker. Seems like they were smaller but I dont remember what size they came in.

Look up cloth diapers and you find training undies in custom sizes and even tiny light ones made to fit dd, slightly higher in price then hanes but not way over budget or overwhealming and they can be made within a week and shipped. You can choose frabrics, designs, colors (cloth diaper makers are more often then not mommies who know sizing, and work at home, so you could find a website pretty easy there are so many...and you could discuss sizes in detail and set upa payment plan and amount needed.Plenty have undies in sizing already made !) and then you're not being pulled by local prices or struggling to find sizes that fit and people who can help. You could get 30 pair for under 25$ with shipping and handling if you spend half an hour researching clothdiaper sites.

I have the same issue with boys underwear. My boys are both in sizes of clothes quite a bit smaller than the other kids their ages, and and neither of them have a bootie. Totally flat, all the way down. Underwear, shorts, jeans, none of it stays up.
I haven't ever heard of special underwear for tiny kids. The best I can think of would be to just adjust the sizes of them.
I don't know how well this would work, but you could try making it a kind of drawstring thing. Lace a long ribbon through it along the top, and tie it at her belly button. The benefit of that would be that it would be easily adjustable as she grows but still isn't really in a larger "normal" size yet.

I would suggest you take them in. By doing so, you cut a slit in the side and use a needle and thread. Make sure before you sew them together to sort of gauge them on her. Turn the panties inside out and sew the two parts together. If you need and inch then when you cut the panites, just cut off a half an inch and sew the ends together. I know this because my son is way too skinny, he had to wear his underwear like this for a couple of months. Remember that she will not wear them like this forever, just for a brief time, until she gets a little bigger around the waist.

You could use the little bloomers that come with the dresses and other outfits,in her 12 month size, the ones that go over their diapers-minus the diaper of course. It may not be your first choice, but I think they would work until she can fit into a regular size. Also try doing an online search for 'preemie clothing', it may give you some options regarding retailers.

The Hanes size 2 panties say that they should fit a child that is 21 lbs.

Also, have you tried the padded panties for actually potty training because they tend to shrink a lot and not exactly like wearing pull ups or diapers.

Look in your yellow pages or go to your local store and post you are trying to find a seamstress. She will be able to make some panties for you. Or if you are good at sewing yourself try to find patterns at your local sewing store and buy your material and cotton material for inside the panties, that way you will be able to customize the pattern yourself.

Try H&M, if you're lucky enough to have one where you are.
Both of my girls got interested in potty training well before their second birthdays, and my mother found some tiny H&M panties. They were labeled 1-2YR, and they were just the ticket.

The smallest I could find so far are cloth training diapers 24-31lbs 15-24 months. I know this isn't exactly what you need.

Another user suggested doll clothes and that is a great idea. You should look at My Twinn and American Doll websites. Both have panties for their dolls.
