The mission of the Magisterium is linked to the definitive nature of the covenant established by God with his people in Christ. It is this Magisterium's task to preserve God's people from deviations and defections and to guarantee them the objective possibility of professing the true faith without error. Thus, the pastoral duty of the Magisterium is aimed at seeing to it that the People of God abides in the truth that liberates. How it works varies on many levels. A Pope can just declare it, with no conferences, no white papers, no consultations.
Generally, however, the Pope (or Church) usually commissions a study by generally a conservative person or group and then the high ranking Cardinals might get called in for consultations, but then the Pope still makes the final decision, it's just that others may know it long in advance, but if the Pope does it off the cuff, no one knows or is ready for it.

The Pope does not "decide God's laws". But Christ did entrust His mission (and doctrine) to the Catholic Church, and especially to St. Peter and the successors of St. Peter. It is not a question of "deciding God's laws". It is a matter of preserving the fullness of the Christian Faith. The Pope is at the service of the Faith. He never acts against it. His role is that of Guardian of the Faith. Limbo never was an official doctrine of the Faith. It was the opinion of several theologians. But theologians' opinions are not what constitutes Faith.
Instead of seeing the Pope as being in opposition with the Faith, maybe one should try to see how the Pope serves the Truth and helps to maintain the treasure of Truth confided by Christ to His Church.

The pope is NOT the head of Christ's Church, Christ is!
What the popes are..the son(s) of perdition that the scriptures spoke of...the "man of sin" is passed from one pope into another...just as the devil entered Judas Iscariot..he now lives in the popes..

I think you misunderstand a bit.
The Church has pondered the suggestion of Limbo for a few hundred years and has decided that it is not a good idea. Limbo was never official doctrine.
Jesus said, "Go into all the world and preach the gospel to the whole creation. He who believes and is baptized will be saved." (Mark 16:15-16)
For centuries, people have wondered about children who died before they were baptized. The Bible does not explicitly state that they will go to heaven.
Limbo was suggested as the place where unbaptized babies went when they died. This idea was never official Church doctrine and has been rejected.
The Church now says that it is not sure what happens to unbaptized babies when they die but she entrusts them to the mercy of God.

The council of Trent which took place in the mid 1500's declared that the Pope acted on Gods authority and the Catholic church was heaven to the saints. So basically now we can go through the bible and list a million things the Catholic church does that contradict the word of God but because of this act it doesn't matter...what the Pope says is rule

Not just that, he can actually change reality or history by simply saying so. Turns out that the billions of souls thought to be in limbo, never really were. Tomorrow, I'm hoping that he will declare that the mass ceremony is really supposed to be whiskey and pop-tarts.

limbo was not a law of the church,it was a theological interpretation that was never defined by the church,included in church law are accepted as church doctrine.
