Spacial estimation should be included in the eye test. Then it would be a premeditated offense. Driving is a privilege not a right, so enforce it as such.

In order to be safe, there SHOULD be laws prohibiting people from "multi-tasking" while they drive. Our society is moving so fast these days and some say, "time is money", but they fail to think what affects every passenger and driver in their car or cars of others. One can ONLY perform one action well at any one time. This must leave out cell phones, eating, applying makeup and etc. It is not a matter of who may get cited first - it's about safety for themselves and everyone around them!

As long as the can CONTROL the car, I am opposed to citations for any of the above, including seat belts. If they can't control the car, I don't care why, they should be cited. I've never know a seat belt to affect a persons ability to control a car. I wear mine anyway.

i think that if they are seen doing this they should be cited the same amount of times as someone not wearing seat belts...i think its just a matter of time, before they start doing so for cell phones.

I think they all should be cited - including the one not wearing their seat belt. All are distractions and dangerous. And not wearing a seat belt is illegal. So drive carefully, pay attention, and obey the laws and no one will get hurt.

Probably not a bad idea actually. If something like that is instrumental in causing an accident, the driver will be cited for that as well. Don't know what the charge technically is, though.

There are some states that already have a "distracted driver law" and they are sometimes more expensive then a no seat belt ticket.

Any of the distractions you mentioned could cause a careless driving citation. The seat belt law protects us, if followed.
