Okay, I worded that badly but you know what I mean...
I have one I got when he was about 6 months old and he'd never been on a leash. He's extremely neurotic and hyper and he freaked when I put a collar on him. I want to have him neutered asap but when I put the leash on, he just cowers or fights it. Help!

I would never hit or yell at one of my animals.
I hate choke collars.
I think putting a gentle lead on his nose would make him REALLY crazy.

Hyper is self-explanatory. I say neurotic because he often reacts differently to the same situation: He may wet himself during a belly rub or jump up and run madly around the house. Don't know if he was abused before I got him but suspect he was. He was dumped in the country & my bro brought him to me because he has too many dogs.

This is not all that uncommon. First just allow the pup to have a buckle collar on for a few hours during the evening. (Only when you are there to watch him) Do not just put the collar on for a few days and leave it on!!! The puppy needs to get use to you putting it on and taking it off as well as just having it on.
The next step is to attach a short piece of rope to the collar for the pup to drag around for that few hours during the evening (only under supervision) There should NOT be a loop or knot at the end for you to hold onto because it can get hung up on things.
Now,, if you were paying attention, you will have noticed that the pup has the collar and then the drag around rope on during FUN TIME during the evening, and you have pre programed the puppy to training time is fun time and putting the collar on is the que.
Now that the pup is use to the collar and lead you can actually start training the pup to walk on lead. YOU ARE NOT TRAINING THE PUP "NOT TO PULL"!!!!! You are training the dog to keep slack in the lead at all times. In order to do this you must have hold of the lead properly. The lead should go from the dogs neck to your left hand with enough slack for the dog to move freely in the aria allowed for the level of training the dog has.(as the dog becomes more proficient you will give it less room) then the lead should go from your left hand to the right hand which has hold of the loop at the end. When the lead become tight between the dog and your left hand simply drop the lead from your left hand to restore the slack and give the lead a quick "pop" using your right hand. Make sure the dog has a sec to identify with the tight lead before drooping it from your left hand. The dog will quickly learn that it is when it feels the lead become tight that there will be a correction coming, and the dog will correct it's pace by it's self to restore the slack.
Remember tho' it is imposable to make a correction with a tight lead!! All you are doing is giving the dog a "drag", you MUST restore the slack before making the correction.

Just be patient and work with him. Any dog fights the leash at first. If he has ever been abused it will take longer. Leave the color on at all times. Also when you can be with him constantly let him drag the leash so he gets used to it. Play with him while he's on the leash don't just use the leash as a training tool. Make it something the dog looks froward to having on. Just remember to be patient with him and never hit or yell at him. Scold him yes.

Put a leash on him in the house and just leave it on him, while you are there to supervise of course. After he is used to dragging it around, lead him from room to room. he will balk at first. That special trick is called patience. Soon he will be walking on lead with no problem. Then you will have to teach him to walk on lead without pulling and making your arm an extension of the leash. More fun. Obedience classes are great! When he does well don't forget to praise him plenty.

Is he a rescue dog? Was he abused with a leash? He sounds like a rescue dog with problems.
Try sitting him down and putting the leash on him and just sitting next to him. Talk to him nice about why you like him and why you got him. Don't even try to walk him. If he stays calm, give him a treat and tell him what a GOOD boy he is.
After a while you can try to get him to walk with you, after he's less afraid. Carry treats when you have the leash and use them to train him, or maybe even to tempt him to walk with you with the leash on. As he starts to walk with you, tell him what a GREAT boy he is.

i have to question how you mean the dog is neuurotic or hyper-what breed- background- i think too many dogs are not taught basic care-overly indulged-thought to be humans-was the dog from a shelter with insecurity issues? the dog needs a strong leader with a lot of confidence to lead this dog !!if you are feeling good about the leash -show what good things will come of this--walks the smells-and on i pray you will see what this dog needs- a confident pack leader a loving pack leader--they will give what you want--tell them what you want- ?

ok look. theres this thing thats called a gentle leader.look it up.it looks like a muzzle but it teaches your dogs how to acttually walk on the flipin leash and it doesent hurt like shock collars and all of that other stuff does.

I hate to say it, & I know it seems cruel, but if done properly a choke collar works great. I have a PUg and I had the same prbelm for years, he would pull and yank and half way choke himself when I tried to walk him. I hated it. Someone suggested a choke collar, and explained how to use it, I did and after about 6 months of everyday walks, I threw the choke collar away! He is a joy to walk now!

nope, all you can do is if he pulls, say sit. then start walking again, if he starts pulling again, then tug on the leash and repeat.
