Like all other higher animals, we are "designed" to check out each others goods. On females the hip to waist ratio is an automatic male attention getter. The curvy hips and butt show that she in her child bearing years.
Any genes that contributed to a male checking out and noticing the curvy females would tend to cause the male carrying them to reproduce and pass along his genes. Whereas males who were drawn to prepubescent or post menopausal women would pass their genes along less frequently. Since genes that lend themselves to butt looking would be in the genome of those males that targeted child bearing female butts (and other assets), they would be passed along and multiply in the gene pool.
With males, I think females find this part of the anatomy of interest more because it is a part of the overall musculature. The gluts are the biggest muscles in our body. So on fit males these tend to be a good indicator of good genes.
It goes without saying that this is not all genetic. Some of it is cultural overlay on top of our basic predispositon to check out one anothers goods. Different cultures tend to exaggerate different sexual features. Some peoples favor gigantic butts, and dress to accentuate their size. Our present US culture tends to favor smaller rear ends than 100 years ago. But what remains consistent is that we seem to find butt's of interest.
