if you have a phone you can go to the companies website and it should say send text somewere and you type in you number and the number you want to text.
but if you dont have a phone i dont think you can

First of, don't worry, in Colombia people do not get charged for incoming ANYTHING, that includes calls or text messages, even picture messages!
The way to do it is to go to the company's website. Usually there is a limit of 3 to 5 per day from the same computer, so use them wisely.
If the cell phone you wish to send the message to starts with 300 or 301 go to www.ola.com.co or www.tigo.com.co, they are the same company but have merged. If it is 310, 311 or 312 go to www.comcel.com and if it is 315 or 316 go to www.movistar.com.co.
Each of the web pages have their own prompt to send texts, whether it is a pop up (ola or tigo), on the same page (comcel) and a different webpage (movistar).
PS: some us cell phone companies offer international text. You WILL be charged for this, at least they will take texts off of your monthly text limit. What you can do is edit a message and when it comes to the receiver you put either 01157 and the number (300, 312 etc) or +01157. This will show up on their cell phone as coming directly from your phone, so if they have you saved, they will see your name on the incoming text!

I can't really answer your question, but you should be aware that the person who receives your message will be billed a ton for the message. I have a friend who just got her cell bill, and a friend had texted her from Russia...Besides the regular text fee, there was an additional "International Texting" fee. I think she said it was an extra $19.95 just for that.
