Right now I have a BA in art (emphasis in graphic design). Do I have to have a BA in painting before I get my MFA? What college or university in California do you recommend has the most excellent program? Which have reasonable costs? (I can't afford tens of thousands a semester!) Help!

No you don't need a BA in Painting, but most schools will want to see that you can paint well and with a sense of self. (I don't know about CA, I went to, and worked in admissions, at a top east coast school)

I went to UC Davis -it has a stellar faculty!
Check into it at ucdavis.edu and similar websites for all CA. colleges.
Check also: Oakland College of Arts and Crafts, the first environmentally designed college in CA, maybe the US.
You can find more on which colleges have MFAs in CA by going to UniversityofCalifornia. The state's UC board has all CA colleges on it's site. You can not only begin emailing faculty about what each university teaches, you can access what the professors current work is, and often where they are represented.

you do not need a ba in painting as there is no such thing. what mfa programs will look for is your porfolio. you need a large, compelling body of work that the admissions team will judge you on. as far as schools that's a tough one. my painting teacher in college got her m.a. at sac state. small college but she's very successful. another photo teacher i had got his m.a. at cal state fullerton. my best advice is for you to look at what the colleges offer. some may not specialize so much in painting or maybe they push a type of painting you don't like. if you have a facebook account that's a great place to network with college students and get a feel for the campus.
but my personal choices: mills college in oakland (private, mondo expensive) and san francisco state (public, around $3,000/ semester)

All you need to do usually is submit a portfolio. As long as you have an undergrad degree it doesn't matter what its in, all they care about is the portfolio. as far as a school in California i dont know

think about this carefully, BFA's and MFA's and about 10 cents per dozen anymore around these parts.
