It really depends where you are and it doesn't matter if you were born and raised in a spanish speaking country or are fluent in the language but let me tell you what I have found out (interesting actually).
If you are in Mexico or Central America, they will refer to hair as pelo while in South America they will say Cabello furthermore if you mean body hair it is known as bellos, Spain will say Cabello. If your intention is to write a poem to a lady, you will definetely want to use cabello as it is more romantic.

For a person it makes no difference, you can use both , pelo or cabello
For an animal you can only use pelo

To be safe use cable because in some places pelo is used for pubic hair.

hair is indeed pelo or cabello
Cabello is very much used in Spain and also sounds nicer.
but you can use both, there is no difference.
