is there a difference in the quality of a 3 mega pixel phone
and a
3 mega pixel digital camera???
if so then what is different about the two?

A 3MP camera will blow a 3MP phone-camera out of the water. It has a larger & better lens, a larger & better sensor, it has a better flash, it has better controls, including scene modes and perhaps even a few manual controls, and it has better in-camera software to save better quality jpg files.
Phone cameras are good enough for snapshots to share by email or for your webpage, but wouldn't want to use one for making prints.

Check out the difference in the size of the lens. The pixels are just how many dots are on the detector.
The ability to focus light clearly onto those spots, the size of the detector element and the image processing will all be far superior in the digital camera than the phone.

yeah there is a difference. When you use a high quality camera (of any MP) it will be better than a phone camera, because of the capture quality and better lens.

more megapixels (or even identical) doesn't always mean higher quality pictures. all it means is that it has more pixels in the photo -- it doesn't account for color accuracy and correct lighting adjustment etc.

If the megapixels are the same, then your biggest difference will be in the lens. Teeny tiny lenses on cell phones won't be as good as a larger lens on a digital camera. The best lenses will be the ones you can remove and change out, and that will be for single lens reflex cameras (SLRs) which are the best cameras. They will also have the most flexibility for getting creative with your pictures.

yea theres a lot of diffrence, just depends on the price of the camera. most digital cameras will take pictures faster then a phone camera. and some come with lots of diffrent features.

i have a sony erricson w810i a 2mp camera phone and a hp 3.2 digital camera and i get better quatily photos from the phone, i dont know if this is because of the camera, or just the outstanding ability of the phone

Yes, the camera phone takes a crap picture and the camera does better.
