You can left the flash on. 400speed mean that the camera take less time to take the photo and doesn't affect by the flash.
You should use all the time 400-speed because is the best for all condition and for the price is a Win-Win situation. 100-200speed is not good for the night and 800speed for a everyday use is to costly.

400 ISO will provide a 4x faster shutter speed than 100 ISO film, but it won't be fast enough for everything. Keep using the flash as needed.

only use the flash when you have to.
since you can't see the pictures right away
keep the flash on
