Personally, the best reference for recipes is the internet.
I like allrecipes.com.

On the internet you can find any type of recipe you want.
Books are fine, but they're generally very narrow in subject.

I, also, believe the internet supercedes the Joy of Cooking cookbook in terms of recipes and cuisines. Some recipes I've tried from Joy of Cooking were so-so. At least the recipes found on certain website (allrecipes.com for example) are rated.

I am still looking. I used to think it was anything by Elizabeth David. I left a job recently and my leaving present (extremely generous) was the £60 book Larousse Gastronomique. But it's for reading rather than using. I am waiting for a book to arrive from Amazon on macrobiotic cooking. I am looking for something simple, healthy, cheap. There are far too many cookery books for sale now. My favourite is my grandmother's handwritten book, faded and splattered.

It's kind of subjective depending on what you want to cook. But I never got into the Joy of Cooking. My favorite and the one I find most informative is the Better Homes & Gardens cookbook. That taught me a lot when I had no clue how to cook. I have versions from the 60's, 90's and 2000's, and I still use them.

There are too many to choose a best one, but I got a paperback of the Fanny Farmer cookbook when I was newly married by the Welcome Wagon lady.....sadly, no more Welcome Wagon ladies. The book had no pictures, but easy, cheap and good recipes. My husband thought I was the queen of the kitchen following those simple recipes. I've long lost the book, but still make many dishes from it, though I have tweaked them over time to suit my taste buds.
