The problem lies in the fact that if they give you money, they would be obligated to give all the lazy lay-a-bouts money when they ask...not that you are one.
If you haven't already, start patronising the local food banks once a month or so, to stretch your grocery money.
Other than that, the only thing I can think of, is if DC is too expensive for you to live there, see if you can move obtain a job/transfer to a location where the cost of living isn't keyed to those whom can afford $100 for a hamberger and cup of coffee. Once you've done that, pack-up and move.
If you absolutely refuse to leave DC, buy in bulk, and brown-bag it every day. If you forget one day, don't eat until you come home. Find every trick in the book to save money, even making you own clothes - if you have the skill that is.
If you have a talent at something, sell it. Start a home-based business. Apply for Federal Grants and/or low/no interest loans. You'd be amased how much is out there, if you know where to look.

It IS expensive living in Washington DC. If you're having trouble making it on your salary, think about getting a roommate or move to a less expensive area. The reason that they turned you down is that the money will only provide temporary relief and will not fix your problem. You will still be living beyond your means and the money from them will just delay your inevitable return to financial straits.

They got money by working, or at least making good deals. You don't deserve a penny, no matter how much you think you deserve it. You're lucky you even got a response.
By the way, Washington DC isn't even close to expensive. Come to Silicon Valley and tell me about expensive then.

I just moved to a different part of the country---Ohio. I love it here. I am making the same salary I made out there too. I'm finally able to relax regarding bills. Plus, it doesn't hurt that I'm making money hand over fist out here compared to other people. If you can, seriously--move out of the area. It's not safe there anymore with all the people living there. The potential for crazies is too high now. Plus, it's just going to get more expensive. Otherwise, check craigslist.com for a roommate.

They were wise in refusing you, for if you are not happy with the money that you currently have, $250,000 more is not going to solve your unhappiness. It will just make you want more and more. The apostle Paul tells us to be content with what God provides us. Let God be your provider and not these sinful men.

You're not just going to get hand-outs in this world, especially of that nature. Deal with it. We're a broke family WITH 2 kids and we're not stupid enough (or desperate enough) to go asking billionaires for money.
Look for a better job, or move somewhere cheaper.
