In Wiccan practice, a small portion of the consecrated meal shared by partipants in the circle is often set aside and left on the ground as an offering to the Gods and to any animals that want to partake in it. You may have come across a spot where a Wiccan group regularly meets for services.

In any case, it's nothing to worry about. Let the birds and raccoons and squirrels enjoy the bounty.
