Why is it legal to carry a legally owned loaded concealed hand gun in an urban environment?

Depends on where you are. In NYC, the answer is no.

It probably would be an excellent way of becoming a practice target for police in any city if you did that.

Depends on the state. In California you can carry a weapon "openly" but not loaded, or even have the ammo within reach. If in a car, the weapon can be within reach, but the ammo has to be in another compartment like the trunk or back seat, they can't be together, in an urban environment!

It is never legal to carry a loaded weapon no matter where you go. If it is unloaded, it would be legal, but why would you need a hunting weapon in the city?

Probably not.

Then again, if you are carrying a loaded hunting rifle, not too many people will attempt to do anything about it.

Unless they are heavily armed too.

You would be charged with disorderly conduct. The gun itself is not a problem
