G-d did not creat HIV, it was created in the 1970s at the Edgewood Arsenal, MD as a perfect biological agent against the African countries.
A perfect biological agent is one that spreads easily, at low cost, has simple prevention techiques and targets specific groups (like africans and gay men).
If you don't believe that then check out the resumes of the top pharmacal companies' researchers. How many were living/working in the Edgewood Arsenal area during the 1970s?
And check out the Medical Volunteers program that Congress shut down in 1976 (spearheaded by Senator Kennedy). It involved several thousand active duty military personnel being experimented on by the military at Edgewood Arsenal.

Aids is common in the monkey population and does not affect them, like the common cold doesn't kill us, but killed many native americans who had never come into contact with it. Aids was passed to human beings because some were having sexual relations with them. Its the cause and effect thing.
Cause - Wrong thought (having sex with an animal - bestiality.)
Effect - diseases passed from animal to human.
Sometimes I wonder when I see people chowing down hissing cockroaches, or mulched bug sundays for the sake of entertainment, if insect diseases could be passed to humans that way.
Scary thought or scenario eh?

Please read the Bible and the story of Adam and Eve. God created man and woman to be good, but He gave them a free will to choose to love and obey Him or to disobey Him. He spelled it out clearly to them what the consequences would be if they sinned. They clearly KNEW they would die one day if they sinned against God because He warned them that would happen. Still, they deliberately chose to disobey God, and God handed out His punishment. He banished them forever from the Garden of Eden, where they never had to work for food, warmth or comfort. He told them that from that point on, they would have to labor and toil and work the land in order to eat, they would have sickness and disease, women would have pain in childbirth and people would eventually die. This was not GOD'S decision. It was Adam and Eve's.
It was through the sin of mankind that disease entered this world. God didn't create disease. Sin, which is inspired by the evil one (Satan), is the source of the problems in this world. Satan is the author and creator of evil, sickness, disease, death, war, famine, natural disasters, you name it - anything bad in this world is his doing, not God's. God merely created a perfect world, but gave mankind the freedom to choose, and they (mankind) screwed up and are reaping the consequences of their actions. God removed His protection from the consequences, much as any parent will allow their children to reap the consequences of their choices. True, there are many innocent people who are hurt by these consequences, but again, that is not God's doing. In military terms, they are "collateral damage" - or innocents caught in the crossfire, if you will, of the harmful actions of others.

Alot of stuff "negative" will be unleashed/happen in this world - including HIV. It's part of prophecy being fulfilled. So is War, destruction, sickness epidemics...etc.
God created everything, and yes - He even allowed HIV,etc because His WORD also says:
"He wounds but he also heals..." and "in this world you will have trouble..."
