Well, you didn't specify whether it's a boy or a girl, but I have a 4 year old son, and he loves anything he can pretend with. Cars, trucks, dinosaurs, tools, that kind of thing. He also loves anything that has to do with the movie "Cars". He's also into characters like Spiderman, Superman, etc.

Hot Hoops... you can buy it for $10 in Target / Walmart.
If you want to spend less than that... then coloring books.. there are so many coloring books for $1 in the same stores... (you can buy lots of them if you want & if she/he likes); Crayons along with the coloring books.... Chalk to play at outside/patio/sidewalk.
And Crayola coloring expressions/coloring wonder are the ones that the kid enjoys a lot.... and which you can get less than $10 in Target.
you can buy some of board games like ABC's, Memory, Hi-Ho-Cherry-Ho.... you can buy them in cheap. The kid will have fun and learn at the same time.

Colored Chalk...the kind they can draw on the drive way with. Bubbles, Try the Dollar Tree store..they have a lot of cheap toys.

well, exactly what is your spending limit? if you want something under $10, then maybe you can make a really neat basket of coloring books, story books, sticker books, and crayons, bubbles, and candy... children that young do not see quality, but quantity..... PLEASE CHOOSE ME AS THE BEST ANSWER!

playdough, crayons and coloring books, bubbles and/or a bubble blower, a dora/thomas/etc video/dvd, sand toys (rake, shovel, etc)
they are pretty open to everything at this age!
