Possibly. The honor all card rule still applies outside of the U.S. So, technically they can not refuse to honor a debit card for hotel and car rentals. Some still do. When you hand the card, say credit. Don't say debit. Your travel agent can help you out.
Notify your bank that you will be traveling there, so your card won't get blocked. Also, take your banks phone numbers in case you have trouble using the card. Make sure you have a higher daily authorization limit.
10.00 DOP = 0.312886 US dollar
Remember to include the currency exchange fee, which will not show on your receipt. This fee will show on your banks statement. Don't allow the merchant to do dynamic conversion if possible this will cost more.

a debit card is different from a credit card. a debit card has certain restrictions, such as a daily spending limit, you can only use it for a certain number of transactions a day and is often a nuisance for online transactions, because it causes pending charges wherein purchases that didn't go through will hold a certain amount of money in your bank account because you didn't have enough money in it. most vendors, especially for hotels and cars, would really prefer and ask for a credit card because they are confident that they will be able to get the payment for services rendered. but in some case, there are credit cards that also work as a debit card and vice versa. you may wanna check it out with your bank.

you can use a debit card as a credit card...however, the money you spend will NOT be held as credit. it will still be taken directly out of your checking account.
