God's greatest invention was freewill. It allows the self-righteous to delude themselves into thinking they can make up rules that will grant them salvation. Even in the bible jesus makes this quite clear. God chooses who he wants in heaven -- would you invite someone you don't want into your house???

Allegory: only greatest of three things never fails.
So flush (great->greater)-> for what's "greatest".
Flush both laws(loves) often fail in Mt 22: 36-40.
