I wanted to throw out the garbage with sheetrock when some sort of sanitation inspector came up, and asked me what was inside. I had no idea if this was some sort of violation, so I was forced to take the garbage back.

Sheetrock is nothing but chalk and paper. There's nothing toxic about it. You should be able to throw it away with no problem, unless you're doing a large amount of it. Then the garbage hauler may charge extra for hauling so much stuff. If you're just patching a hole, or throwing away scraps from a small project, I wouldn't worry about it.

Then again, I live a thousand miles from NYC, so I don't have a clue about their local laws.

Nothing is illegal in NYC... unless you get caught.
