In every country and culture you will find people that are less than spectacular on the intelligence level. Similarly you will find people that excel academically, athletically, or artistically. Mind you some countries do put out a higher percentage of scientists , innovators, etc than other countries. Eastern European countries seem to produce lots of good scientific minds. America produces lots of business innovators, etc.
