First you need to retexture the wall. Also fill in any small holes with putty. (I like to powder mine so its not so sticky) patch any large holes w/ spackling or something, fill in any cracks with dap. Also repaint the entire surface, otherwise it won't match, It will if the paint is fairly new, but I would just paint the entire thing for a fresh look. Also be sure to clean te walls and make sure there is no dust on baseboards or trim before pantinng. That would cause a bumpy surface.

If the paint that you are trying to touch up is already flat (not shiny) it will be easy to match the color and only touch up the few spots you are talking about. If you don't have any of the paint left over from when it was first painted you can take a chip to homedepot and have them color match it or if you know the exact brand and color you can just pick up some off the shelf but make sure that it's flat as well. If the existing paint has a sheen to it I hate to say it but you will most likely have to paint the entire wall in order for it to not be noticable that you toched it up. Glossy paint shows every imperfection. Maybe you could hang a painting over the spot? Haha. Good luck.

For the areas that are ripped, first spread a skim coat of spackling or drywall compound. When thoroughly dry, sand smooth. Next, apply your paint. It may be necessary to take a small sample (one inch square) of the existing paint to your local paint store for a color match, preferrably done by a computer color analyzer.

You need to get some drywall patching compound and a big spackle knife, spread it, let it dry 24, then block sand smooth, then prime.
