Try a breed rescue (I have no idea what a foxy is unless its a Pomeranian). Dogs are rehomed all the time and sometimes are actually happier in the new home, fretting to death is a very, VERY rare thing. I think your vet is thinking you are trying to get rid of him for frivolous reasons and trying to talk you out of it. If hes only a problem when the female is in heat the better solution is spay the female- even if it isn't the only time hes a problem spaying her & neutering him will help!
Yes the behavior can be fixed but you need to work on it - try a behavorist or a good trainer if you go that route. AND check his thyroid if your vet hasnt run the test already this could be hypothroid- which is treatable.

It is very rare for a dog to be beyond help. However, it sounds like you have let the sitation get out of control. You need to hire a professional trainer to help you now. Find one with good references since dog trainers don't have to have any sort of certification. Your dog has already bitten once, so you have a lot of work to do. Also, you need to neuter both dogs. Your ***** is sending your dog into a frenzy. You have no idea how the hormones are working on the both of them. He is out of his mind when she is in heat, almost literally, and I'm not sure there is much you can do to control him at that time. If you refuse to neuter you probably need to rehouse him for that time period. With a little help you can fix your dog and he can be even better than before. Good luck.

A foxy or fox terrier is a yappy little creature, very common in Australia and many of the menaces in my local park are foxies. I'd say, DESEX. And since when did your vet have the right to preach morality at you???

Urinates on your other dogs food, bites your kid ... I think you know the answer. A one-way ticket to the vets for the nasty little brute. You should also get your b*tch desexed. And change your vet, s/he sounds like a moron.
