The attackers kidnapped, robbed, raped, and beat all three women over 14 hours. When these women later sued the city and its police for negligently failing to protect them or even to answer their second call, the court held that government had no duty to respond to their call or to protect them. Case dismissed.

Law enforcement agencies are only required to protect the community as a whole, not individual citizens. I know that is a sad statement, but it's unfortunately accurate. The Supreme Court has took that side of the argument in the past. An individual can not sue a policeman or any law enforcement agency for failing to protect them. Most police I know, and I know several, will go that extra mile. Of course, some people or just scum regardless of their profession.

i DON'T THINK YOU CAN CALL YOURSELF A POLICEMAN IF YOU DON'T ENFORCE THE LAW ! YOU HAVE TO BE BEING BOTHERED FOR THEM TO IN FORCE IT, UNLESS YOU GET SOME SORT OF EX PORTA ON WHOEVER IT IS BOTHERING YOU. EX PORTA STATES: WHAT'S GOING ON WHAT A PERSON SAID THREATENING TO YOU___ THEY GET SERVED WITH PAPERS TELLING THEM WHY AND NOT TO COME WITHIN SO MANY FEET OF YOU AND IF THEY COME AROUND YOU AND YOU HAVE TO CALL THE POLICE THEY CAN BE ARRESTED ! EVEN REGULAR PEOPLE ARE ACCOUNTABLE IN SPECIAL SITUATION SUCH AS RAPE CASE IF SOMEONE GETS RAPED AND YOU 'RE THERE AND YOU HAD THE MENTAL, PHYSICAL AND VERBAL CAPABILITIES TO STOP IT ! I MEAN THE PERSON DOESN'T HAVE A WEAPON YOU'RE GOING TO BE IN TROUBLE FOR STANDING BY AND DOING NOTHING ! ( SOMETIMES IF ITS FAMILY FIGHTING THE POLICE DO TEND TO STAY OUT OF IT !__( I DON'T KNOW WHY THAT IS ) __AS LONG AS IT'S NOT BOYFRIEND/GIRLFRIEND OR HUSBAND /WIFE SITUATIONS. POLICEMAN TAKE AND OATH TO UP HOLD AND ENFORCE THE LAWS !

Actually many officers do choose when and where they will uphold the law. Their are loop holes they can use to avoid doing their job.
