He might be caught by surprise by you and didn't know how to react. Give him some time to stablise before giving you a good answer.

Because we are shy as well. Like when some chick just walks up to you and busts out something like that ya just dont know what to say. I mean if some guy did that to you that "for example" you liked how would you react?

Take a walk in the guys shoes for once and try to understand.

You're only 14, and throughout life you're going to face rejections all the time, whether it be dating, or jobs, or college applications. All you can do is keep your head up and wait for the next best thing.

cause guys think that any first step should come from THEM.

He was comfortable being friends. Now he doesnt know what to say to you. Write to him about you wanting to go back to being friends. and leave it at that.
