When I was young I used to have normal legs. Even my butt is chubby than today. I loss most of my fats since I started smoking cigarette and loss pounds. That was the primary reason why I loss most of my fats from upper body to my legs. And now I'm living all my life with having chicken legs. I've tried everything like working out my legs but it seems that I don't get the result that I want. Even my butt now is small than is used to be. But right now I don't have a problem with my upper body because it is well develop due to my habit of working out. But still this legs of mine does not gain much muscle and fats.

I don't understand this question... do you want to lose weight on your legs or gain it????

You can't choose where you gain weight. Generally you will loose wiehgt all over your body when you work out but it is mostly due to genes as to where you actually gain weight.

I find running or jogging is a good way to shape and tone your legs.

there's no way to specifically gain fat on the legs, genetics determines where fat gets stored. increase the intensity of your training and stretch the legs for 20 minutes after training
