It is not rare for a 7th grader to not develop her mammary glands until maybe in her late teens. This is just due to genetic disposition on both your father and mothers genes. Have you asked your mother about this? I have some HS friends who did not develop until they actually had children. Be patient and God will give to you what you so desire. Be thankful that you are not overly developed in this area for there are those who suffer back pain with larger than needed developed areas. Again, patience is your best bet.

Pad your bra. In Now and Then, she used pudding in balloons...
I never had that problem. I've been wearing a bra since the beginning of 3rd grade.

Its not too late - one of my girlfriends developed when she was about 15 or 16 then boom...they were huge
