if i wanted to run a smaller gear ratio can i cut the teeth or is it the diamitor of the free wheel?

Diameter. Number of teath will dictate the size of the cog, but it is the size of the circle that you are using to pull the chain that is important.

Do not start cutting up your gears. If you want to change your gear ration, buy a new Chain set, or rear gear.

its based off the diameter of each individual cog. freewheels are cheap to start with. cassettes are the best choice.

if you want to go faster, get a new freewheel. 32-11tooth works for everyone. 11 teeth is the smallest cog you can get for any type of cassette or freewheel.

if you use an 11rear and 44t front, you can pedal to about 35mph, on average.

You are right, it's the diameter of the cog.

Consider if your bike was belt drive instead of chain drive, the same ratio rules would be true.
