Security cameras operate in many different ways and are not necessarily compatible with VCRs or Computers.

If you camera actually goes to a TV set as you say, then it requires a demodulator, which would be in the VCR, then video out from the VCR can feed a video input to the monitor (if it has one), or a video input to the computer (if it has one).

Some security cameras connect to a monitor provided as part of the camera set. These normally work at non-standard video rates and cannot be fed into either a VCR or computer.

Better security systems may have a USB output from the base unit that can go to a computer. The base unit may also have A/V output for a VCR and that would be a good source to connect to the computer/monitor.

if you are intending to do this for purpose of getting a higher resolution display then you will be disappointed. Computer monitors that were made with video inputs will display no better resolution than regular TV. It takes a computer to resolve higher resolution and feed to a SVGA monitor and you will need to feed it via USB.

Sure. Your camera should connect to the TV's input via a yellow composite video RCA plug, and if it has audio capabilities, a red and/or white (left / right) audio RCA plugs. Your computer will need to have a video card that has RCA jack inputs, or an external video adapter that can plug into a USB2 or firewire jack on your computer.
