This is a building code issue. The occupant load is determined by the occupancy class, use of the space, and the number and capacity of exits.

It depends on the load rating of the floor which depends on the materials used in the floor. If a room has a floor which is constructed to handle 25,000 pounds, then if people with an average weight of 250 pounds are used, then it is certified for occupancy of 100 people. Besides strength of materials, types of beams and bending moment must be considered in figuring weight capacity and occupancy.

Refer to the design specification of the building documents or drawings (usually keep by owner of the building or management office) OR relevant authorities that store all buildings constructed info.
