easiest way;get a usb mem stick and drop then onto it then plug it into the laptop
or
burn the files onto a disc(CDR-W)
programes generally won't transfer and will have to be installed from a disk

By transfer to laptop do you mean install? I think this would be considered installing on two computers and probably won't fly.
When you install and activate a program, you enter the product key. At this time, the product key is mixed with information about the computer on which you are installing.
When you try to install on a second computer, the information will not match the first and you will probably be told "you have exceeded the number of times" .........

If you means transferring a program to your laptop, then you better uninstall it from your desktop 1st, then install it to your laptop. Because some software license may not allow you to install their software to multiple computers. Of course, you must have the installation files or cd.
If you means transferring files to your laptop, there are many ways to do this.
1. Sharing files through the network. To use this method, your desktop and laptop must have a network card. You must connect both of your computer to a router. And your computer must using the same workgroup name. To make this, right click on 'My Computer', go to 'Computer Name' tab, click the 'Change' button to change the workgroup name. Then, run Network Setup Wizard on both your computers. Then, On your desktop, create a folder with any name, right click the folder and click properties, go to 'sharing' tab, under 'Network sharing and security', check 'Share this folder on the network', then input the share name. Then, copy the files which you want to transfer to your notebook, to that folder. On your laptop, open 'My Network Places', on the left side, click 'view workgroup computers', then click the computer name which your desktop computer use. Then, you will see the folder which you enabled sharing. Open it and you will see the files inside. Just copy them to any folder.
2. Burn your files to a CD or DVD, then insert the disc you had burnt into your laptop's CD or DVD drive then just copy the files. To do this, your desktop computer must have a CD or DVd burner.
3. If you have any USB Flash Drive or USB External Hard Disk, plug it to your desktop computer then copy the files to it. Then plug your USB Flash Drive or USB hard disk to your laptop then copy the files.
4. Upload your files to any file hosting website, then use your laptop to download it. This is the hardest way because you may needs a lot of time to upload and download your files.

Normally you wouldn't be able to "transfer" programs from one computer to another computer (be it desktops or laptops). You would have to reinstall all of them.

Many ways to do it. USB connection, burn it to a CD, use a network. Now if you are asking how to install it, then that is another story.
