Is it possible to change the dimensions of a picture that has already been created. I am trying to order prints for my digital photos and the website says the pictures are too small for 4x6 prints. Can I alter the dimensions somehow in order to get the right resolution?

It says on almost all of the images which are jpegs that the dimensions are 360x270. They seem smaller possibly because I moved the files. And when I open them they even seem smaller than before I moved them.

Actually, I just clicked on the "actual size" tool and the size was magnified slightly and their were more pixelated.

it is not recommended to do this. the pictures you took are in a very low resolution and a small amount of pixels. expanding the size of the picture will make it very grainy, unclear, and in general bad quality. If you needed to expand, the picture should be taken at a high resolution in order to later allow for cropping. a picture with your resolution is less than a megapixel and not ideal for more than emailing. sorry to be the bearer of bad news

Simply moving files around on your hard drive, or viewing them on your computer (at different magnifications) won't affect the image size. That only happens when you run them through an image editor and save them again with different settings.
And I'm afraid the amount of pixels you have really is too small for a decent prints. The best you can do is increase the pixel count with a software trick. You can open the pictures in Picasa, Photoshop, or whatever you use, and save them at a larger image size. This adds in-between pixels. (It's called interpolation, or up-rezzing) These extra pixels are calculated, based on the surrounding pixels, so they don't really add extra information - they just smooth things out so you don't actually see the individual pixels in your print.

What are the files sizes? Normally you can change the size and the resolution. unless both are already too small.

yes but you will most likely suffer from bad pixelation. your images were most like shot in vga 640 x 480 which is very very small. anytime you enlarge too much--film or digital--you'll suffer from quality loss.
you can use a program like gimp to resize your images. gimp is free and has many other great photoshop like tools in it.
