By all accounts, the shooting spree in the academic building didn't last more than a few minutes. I saw one officer say that by the time they got the door to the building open (it was chained shut) and started toward the stairs, the shooting had stopped.

Sometimes the fastest response possible just won't be fast enough.

could be many reasons. one they was scared of dying. 2 they needed to get organized and figure out what the situation is. as they didn't know how many gunmen there was. 3 if they went in there would be mass hysteria. with students running all over the place and how will they be able to shoot the guy without hitting innocent by standards. or even distinguish who the gunman was in the mix of students.

sorry to say there is no right answer to this question.

If the shooter was taking hostages, charging in would be bad. The police had to determine if it was a hostage situation before being able to go in.

Think if it had turned to be a hostage situation and he had shot the people when the police charged in. Then, people would blame the police for not handling a hostage situation properly.

No matter what happened, someone, some organization or the media would have "Monday morning quarterbacked" the whole thing and someone would have been blamed for something.

It sells, newspapers, advertising time on the network and gets people to recognize organizations when they call attention to themselves by blaming others.

Just the way it is.

They have to figure out the safest way to go. They can't just go busting in. There could be a lot more casualties if they did.

Because they heard that there is 1 powdered donut left at the donut shop and they want to beat the other cops to it before the donuts is out. then they will go back to rescue people

How often do you just go charging into situations that you know nothing about?? There were too many intangables that they didn't know (# of shooters, etc).
