Yes, the Wizard of Oz had flying monkeys in it. They gave me nightmares as a kid. Damn flying monkeys.

Well, it could refer to the flying monkeys in The Wizard of Oz. But I think people use it because it's such an improbable scenario that it serves as a good metaphor/reference point for something that is unlikely to happen. It's just a variation on the phrase, "yeah, when pigs fly!", meaning it ain't gonna happen any time soon. So when someone says, "Yeah that'll happen... when monkeys fly outta my butt!", you can be pretty sure they are skeptical of something.

I suspect it is a take off on the Wicked Witch in The Wizard of Oz. After Dorothy's house fell on her sister witch and killed her the WW of the West sworn to "get" Dorothy. Glenda, the Good Witch, magically transfered the magical ruby slippers from the feet of the dead witch to Dorothy's feet, making the WWof the West even angier. The slippers couldn't be removed as long as Dorothy was alive.
The Witch lived in a castle guarded by flying monkeys. Why monkeys I have no idea. The witch sent the monkey's out to kill Dorothy and her companions, but they failed.
Hence, a humerous use of the phrase as a threat.

It's a reference to the movie "The Wizard Of Oz". The Wicked Witch of the West had flying monkeys, who served as evil guards at her castle.
Someone who says this would essentially be calling themselves a witch, and saying that they're prepared to use their "magic".

Well the flying monkeys reference obviously relates to the "wizard of oz". The wicked witch of the west used flying monkeys as her minions. This means she must consider herself a witch. Have your kids write that it means Mrs. ??? whatever her name is...... is a mean old witch.
P.S. She is crazy as well.

i would say it could signify that you have some sort of power which you could unleash if desired, perhaps as form of attack on someone or defence for yourself.
i found this at wikipedia:
