An abnormal mindset or an actual mental disorder mixed with obsession is the usual cause.
This is a little off topic, but I'd like to say I feel sorry for both the victims and the stalkers themselves. While it may seem strange to say, they usually are victims themselves of whatever mental illness they may have, and are in need of serious psychiatric help.

I don't know, I'm not a stalker. LOL. I would think that it could be a lot of reasons. Why are u planning on stalking someone? LOL.

they are bored. they like to watch "her beautiful hair in the wind" and "the way he walks is sooooo magical!" they think they love the person too much to leave them, even when they have been rejected a thousand times. sometimes they are just shy. call the cops. haha
