If I set up a circuit to resonate at 60 Hz, with an antenna and ground, can I draw on the ground return path from nearby power towers or draw power from the tower wires themselves?

can you....yes. Simply hook up an oscilloscope with a loop of wire, or even a probe, in a building and you will see the 60Hz. However, the voltage induced in the probe is typically on the order of tens of millivolts. So, you would not be able to scavenge any appreciable amount of energy.

If your "antenna" is a multi-turn coil of wire, and you can get within a few feet of the wire, you can draw (steal) some power from the power lines. This can be detected by the utility and you will get caught.
