No, there's no such thing as temporary smog permit. You get the car to CA, you have it smog tested, you take the results to the DMV (assuming you passed) and you register your car. If you fail the smog test you will be provided with info on what needs to be repaired...have it repaired, resmogged, and then register the car. BTW...people drive cars in CA daily that are registered out of state.

I'm assuming that someone here in CA is driving it. They should just take it in for a smog...most of the mechanics can send the smog report electronically to the DMV, and this along with your payment would trigger them to send the stickers in the mail.
If no one is driving it, you can file for non-op status, which will allow it to be parked on the streets without getting any tickets.
