Is it Scripturally acceptable for a Christian to place his hand on the Bible and swear to tell the whole truth

Why would it be, you put your hand on your heart when you say the Pledge of Allegiance, right? Swear allegiance to your country and face the flag. Well, you want to swear to tell the truth, so help you G-d, you put your hand on the bible. It's never bothered anyone before, so relax.

Matthew 5:34
But I say unto you, swear not at all; neither by heaven for it is God's throne; nor by the earth for it is his footstool.

James 5:12
