It depends on how that particular jurisdiction is organized. If the mayor has the right to hire then the mayor can probably fire as well.

In my home town in northern, Illinois, a Police Chief is appointed by the mayor with the approval of the city council. The council can withold approval but the only effect will be the Chief is not fully vetted. He will be an Acting-Chief, which means he will be basically the Chief. ( Just without council approval. Just a political way of saying you didn't like the mayor's pick)
Likewise, an Acting Chief can be canned. However,firing a fully approved Chief may require a public hearing. Since that job is political, no one REALLY wants a public hearing on why the Chief is being canned. usually because it will hurt more than the target of the firing ( including councilman and mayor).

The city council of police department met with the police chief asking chief to resign or retire. He ask for a buyout and is told it will be up to city aldermen. Date is set to go before board to decide on buyout. When Mayor and Alderman met the police chief changes his mind and has a lawyer to represent him. He says thru his lawyer that he withdraws his decisions and request a public hearing to answer charges against him. City grants his request. Date was set but lawyer had other commitments. Regular monthly meeting is met and police chief lawyer addresses the full council requesting a change of time from morning to evening. No decision at that time was made to get back when full body could attend.
My question who can set the time Mayor or lawyer? Seconded question what does the hearing contain or consists of. Does mayor or police commissioner have to answer any questions since they have already given a list of reasons why the police chief is being fired?

Depends on the city charter with what it says that a mayor can and can not do. My advise would be to look at it. It may say that the mayor has the authority to do it and it may say he does not but each city is different.

The chief is part of a Union that save cops jobs so he is probably going to be OK. UNLESS he did something incredibly despicable.
